The Defence Council is a historic organisation that seeks the security of Leurut against threats originating from beyond the Planes. The dangers it faces are more unique and terrifying than those faced by the Whiteshields or Knights of Green or other similar brotherhoods - instead, the Defence Council is a much smaller but more potent shield.

Currently, the Third Defence Council is the latest to bear the name. It is based in Oestenkeep in Resotania. O.P.E.R.A. sought their aid and access to the Holdings, their magical library, in their investigations into the Vaults of Ahm.
